In short, the person holding the required qualifications becomes responsible for transport management in the given company. Above all, they must:
- have a contract with the company,
- have a genuine influence on the management of road transport,
- work in the company on a continuous basis,
- serve no more than 4 companies with a combined fleet not exceeding 50 vehicles (this limit does not apply when providing services to a single company).
Certificate for the carriage of goods
Entrepreneurs interested in domestic and international delivery of goods must hold – or use the lending (making available) of – the relevant certificate of professional competence. Issuing the CPC certificate of professional competence by the Motor Transport Institute (Instytut Transportu Samochodowego) requires, at the same time, the following skills:
- knowledge of contracts concluded in road transport and the rights and obligations arising from them,
- the ability to negotiate legally binding transport contracts,
- knowledge of handling the client’s claims for losses incurred, damage to goods or delay in delivery,
- knowledge of the rules and obligations under the international CMR Convention.
Obtaining the CPC (certificate of professional competence), e.g. by making it available or lending it, is the duty of the transport manager (for the carriage of goods and passengers) in a given entity. The CPC certificate
Holding the CPC certificate of professional competence in transport management (including by lending or making available) is required to obtain a licence and carry out the following types of activity:
- domestic commercial carriage of goods over 3.5 tonnes,
- domestic commercial carriage of passengers by bus and coach,
- domestic road transport of passengers by car,
- domestic road transport of passengers by a vehicle designed to carry more than 7 and no more than 9 people including the driver,
- international commercial carriage of goods over 3.5 tonnes,
- international commercial carriage of passengers by bus and coach,
- intermediation in domestic and international carriage of goods (freight forwarding).
How to obtain the CPC certificate?
The only way to obtain this document is to pass a state examination. The test consists of two parts – theoretical and case-study. Both are conducted in writing. To pass, you need to score above 50% in each part, and a combined 60% across both tests. Only then can you obtain the CPC certificate for the carriage of goods and passengers.
